The Golden Thread is the idea that key safety information about a building — particularly its fire strategy — should be accurate, up to date, and accessible throughout the building’s lifecycle.


The term was first introduced in the Hackitt Review (2018), following the Grenfell inquiry. The review found that vital information was often lost or fragmented between contractors, consultants, and building managers. There was no clear line of accountability — and no reliable record of what had been installed, inspected, or signed off.


The Golden Thread aims to solve that by ensuring that critical data is recorded digitally, maintained consistently, and shared with the right people at the right time.


Where Has It Been Formalised?

The Golden Thread is now embedded in UK building safety legislation, particularly for higher-risk buildings (HRBs). Key regulations and guidance include:

Building Safety Act 2022

  • Requires the maintenance of a Golden Thread for HRBs

  • Applies to buildings 18m+ or 7+ storeys with 2+ residential units

  • Dutyholders must create and maintain digital records, from design through occupation

The Higher-Risk Buildings (Keeping and Provision of Information etc.) (England) Regulations 2024

  • Came into force on 6 April 2024

  • Specifies what information must be kept and how it must be shared

  • Requires this data to be kept digitally, securely, and updated regularly

PAS 8671 / PAS 8672 / PAS 8673

  • Competency standards for Principal Designers, Principal Contractors, and Building Safety Managers

  • Emphasises the importance of verified, evidence-based recordkeeping

BS 8644-1:2022

  • British Standard for digital management of fire safety information

  • A technical framework for implementing the Golden Thread in practice


What About Existing Buildings?

While much of the legislation focuses on new or higher-risk buildings, the expectation of accountability is increasing across the board.


For housing providers, local authorities, NHS estates, defence infrastructure and universities, the message is clear: even if you're not legally required to maintain a Golden Thread today, you will be expected to demonstrate how you're managing fire safety transparently and competently.


That includes:

  • Keeping accurate fire risk assessments and update logs

  • Tracking actions and remedial works

  • Identifying who conducted each inspection — and verifying their competence
